SafeZone – the face of modern speed enforcement

Latest evolution of SafeZone receives HOTA approval

We are delighted to have received Home Office Type Approval (HOTA) for the latest evolution of our SafeZone average speed enforcement solution.  This recent certification means that evidence from its feature-rich version of SafeZone is fully admissable in court for offences under the Road Traffic Offenders Act, 1988. 

With this latest SafeZone system, we have an average speed enforcement solution that leads the market in terms of security, image quality, capture rates and system performance. The certification covers a number of new SafeZone features, including day/night mode functionality, with enables the camera to operate without the need for intrusive, additional lighting to be installed.

So, how does it work?

  • Each camera in the enforced network reads the license plate of every vehicle passing through its field of view 
  • It sends an encrypted plate read including time and date stamp to the Evidence Retrieval and Control Unit (ERCU) back office
  • At the back-office, the plates are matched from two or more cameras 
  • The time difference between the matched reads is used to determine the average speed of the vehicle between cameras
  • Evidential records are created for vehicles that exceed the set speed threshold 
  • These encrypted records are transferred from the ERCU to an Offence Viewing and Decision System (OVDS) for decrypting and viewing, before being passed on to third-party penalty notice management systems
  • Powerful data filtering and sorting strategies in the OVDS allows for effective intelligence-led enforcement
  • In addition, a data analysis function allows comprehensive reporting of violation statistics

The SafeZone solution uses our state of the art ANPR camera Secore II.  The Secore II ANPR camera incorporates the following innovations which firmly place it as an industry-leading camera;

  • Three lane camera operation allows for huge coverage from one camera, or excellent redundancy with overlapping camera geometries.
  • Latest HD camera sensors designed specifically for the traffic environment delivering superb image quality day and night.
  • Powerfully lensed 850nm Infrared LEDs – focussed lensing means that LEDs can be run at a lower power while still illuminating 12m of road at a distance of up to 30m.
  • A real-time Sync CPU provides fast, efficient operation of camera exposure, IR Flash as well as the digital I/O.  This gives the precision needed for any application.
  • Onboard GPS capability means that camera location and an accurate timestamp are embedded into the design.
  • Onboard 3G/4G and Wi-Fi as well as built in Ethernet port give a broad set of options for communication in any situation.
  • Consistent performance on front and rear plates and no practical limit to the number of plates which can be simultaneously captured. Plates can be captured anywhere in the field of view, and lane discrimination is supported.
  • Wide temperature range -20°C to +60°C.
  • Tested up to 300kph.

  • The ERCU collects passage data, checks for speed violations between defined camera pairs, and produces encrypted evidential records when a speed violation is detected.
  • Various methods of deployment are supported including either local installation or a hosted managed service by Yunex Traffic.
  • Completely scalable from a single link, to a complex system with over 100 cameras.
  • The ERCU provides robust and secure evidential processing.

  • The OVDS is used for viewing, verifying, and processing offence data with interfaces to all major deployed penalty notice processing systems.
  • Violation processing within OVDS is a quick and straightforward process, starting with importing the violation records from the WORM media. Once imported, a grid view will display all the violations. Clicking on a specific violation will display details including date/time, speeds, journey time, base line distance etc. Images are also presented allowing the operator to easily confirm the ANPR result.
  • Violation processing also includes the ability for the operator to annotate, approve or reject a violation. Once approved, a violation can easily and immediately be exported to the penalty.
  • An audit log for all violations is kept. The audit log will indicate the user making the change and the time/date and time of the change.
